Use open tagging as-is PLUS offer broad categorization. Here's one way: offer the poster a pull-down menu of preset broad categorizations. He can choose one (or choose not to) in addition to whatever tags he selects. The broad categorization acts as a &quot;super tag&quot;, weighting higher in searches, adding highest-priority structure, etc.

This solves your problem and staves off chaos in very busy forums.
