This one is famous case of popular (not so popular, but known enough) quote that is probably not true.
Granted, 1943 is prehistory in that field, he might have being thinking about military uses and governments as clients and magnificient costs per machines and services.
Who knows.
Someone also dedicated a research to this quote. Apparently there is no sound record of it. Officially is a fake (the attribution, at least).
